On behalf of VGN GmbH, we provided technical support for the development of the new public transport plan (Nahverkehrsplan) for the District of Tirschenreuth and played a key role in shaping the planning process. We coordinated the overall process in close cooperation with the district administration, VGN and a working group comprising representatives of the district council factions, transport operators and disability commissioners. The official project start took place in April 2024. The planning process was based on the public transport planning guideline issued by the Bavarian State Ministry of Housing, Building and Transport.
The objective of the public transport plan is to secure and further develop public transport services in the District of Tirschenreuth in a sustainable and demand-oriented manner. We were responsible for the structured analysis of spatial and settlement patterns, population and employment development, school locations, commuting relations and the existing public transport services. All localities with at least 150 inhabitants were analysed with regard to network coverage, accessibility and service frequency. Based on this analysis, deficiencies were identified and prioritised, and the level of accessibility was systematically assessed. Central places, transport corridors and interchange points formed the technical basis for the subsequent development of measures.
Based on these analyses, we developed an implementation-oriented catalogue of measures. Key focus areas included service improvements in regular bus services, the targeted expansion of demand-responsive transport (BAXI) to ensure eligibility for funding, the strengthening of central transport hubs, and improved integration of bus and rail services. An online public participation process and the involvement of relevant stakeholders were integral parts of the planning process. The public transport plan was unanimously adopted by the district council and is intended as a dynamic working framework for the step-by-step further development of public transport in the district.
