Service and Operations Planning

Public transport planning is carried out on the basis of the German Passenger Transport Act (§ 8 (3) PBefG), the relevant state regulations and the FGSV guidelines for transport development planning (H-VEP). We develop service and operations concepts that integrate demand, economic efficiency and operational conditions within a consistent overall approach.

  • Development and updating of public transport plans (Nahverkehrspläne)
  • Preparation of strategic service and network concepts
  • Optimisation of route networks, timetables and regular-interval services
  • Development of operational concepts and vehicle scheduling

Digital and Flexible Service Models

Digital and demand-responsive services are increasingly complementing traditional fixed-route public transport. We support the design and integration of new service models based on the FGSV recommendations for the planning and operation of public transport (EÖPNV) and current technical standards.

Financing and Procurement Strategies

The implementation of public transport services requires robust financing models and legally compliant procurement procedures. We support clients on the basis of Regulation (EC) No. 1370/2007, German procurement and budgetary law, as well as relevant federal and state funding programmes.

Sustainable Mobility and Propulsion Concepts

The transition to alternative propulsion systems and low-emission operating concepts places new demands on service, scheduling and fleet planning. Our concepts take into account the German Clean Vehicles Procurement Act, the Clean Vehicles Directive (CVD) and relevant technical guidelines.
